Protection of People and Premises
Security and Protection Office
plans, organises, coordinates, manages, executes and supervises physical, preventive-operational
and technical security for people and premises which are stipulated in a governmental
Regulation.
The basic task of Security and Protection Office is providing
security for specific protected people and premises against all forms
of threats. Optimal security for specific people and premises is provided
in a combination of security measures of preventative-operational nature, and
technical and physical security measures. This section also includes a systematic
selection, treatment and analysis of data and information on everything that
could affect the security for specific people or premises. The end result is
an evaluation on the threat level for a person or a premise which is the base
for planning the amount and the type of security measures required in a specific
situation.
The task of the Office is to provide security for specific
people, premises and vicinities of premises in accordance with the Regulation
on protecting of specific persons, bodies, premises and vicinity of premises,
used by state agencies (Official Gazette of the RS no. 103/2000):
- the president or the head of a state on an official visit,
- the president of the Republic of Slovenia, the president of the National
Assembly of the Republic of Slovenia, the Prime Minister of the Republic of
Slovenia, and their spouses,
- the Minister of Foreign Affairs, the Minister of Defence and the Minister
of the Interior,
- the president of the National Council, the president of the Constitutional
Court, the president of the Supreme Court, other ministers, the General State
Prosecutor and the Director of Slovene Intelligence and Security Agency,
- former President of the Republic,
- presidential candidates protected from the time their candidacy is announced
until the president of the republic is elected,
- other higher representatives of foreign countries and international organisations,
- premises and vicinities of premises in which there is the seat of the President
of the Republic, National Assembly, National Council, Government, the Ministry
of Foreign Affairs and the Ministry of the Interior,
- premises seats of diplomatic and consular posts and missions of international
organisations,
- other state officials, premises and vicinities of premises if an actual
threat is present.
Security of People
The Security of Persons
Section is, in accordance with the Regulation on protecting of specific
persons, bodies, premises and vicinity of premises, responsible for the security
of the highest representatives of national and foreign governments.
The security is carried out by security guards who are trained
for these tasks under special programmes.
Security of people includes special section of security measures
within the framework of so called personal security. These tasks are carried
out by police officers security guards who have to, aside from the basic knowledge
obtained in the educational process in becoming police officers, muster a series
of other knowledge and skills obtained during the training process. They have
to also possess specific personal characteristics that are necessary for a successful
and effective work performance.
The basis task of a security guard is to prevent
an attack or other forms of threats on the person protected. Aside from this,
a security guard / he must also prevent other, for the person protected, intruding
acts. The security is carried out while the protected person is performing its
official activity as well as during its private activities. The number of security
guards to be engaged in providing security for a specific person depends on
the evaluation of a threat.

Direct physical security of national and foreign
protected persons is the task of the Physical Security of Persons
Division within which a group of uniformed police officers operates which
follow security convoys, whereas the President's Security Division and
Prime Ministers Security Division plans and implements tasks for providing
security for the President of the Republic and for the President of the
Government. |
Security of Premises
For providing security for specific premises, a wide spectrum
of security measures is required. The foundation for planning and carrying out
security measures is the evaluation of a threat on the basis of which the number
and the type of security measures is specified and aplan for providing security
for a premise prepared. All security measures required for providing security
for a specific premise are defined in the security plan.
Physical security of a premise is carried out by a patrol,
an observation service and guard service or within a framework of so called
internal security of a premise. The manner in which the physical security is
implemented depends on the evaluation of a threat. Security
of Premises Section plans, organises, coordinates, professionally directs
and supervises the implementation of duties arising within its field of work
in the internal organisational units of the Section, as well as develops security
plans for premises stipulated in the Regulation and cooperates with the personnel
responsible for security of the protected premises.
Internal Security of premises: The police
officers of the Internal Security of Premises Division protect premises of specific
government bodies which are of special importance for the Republic of Slovenia.
The field of work that covers the security of premises includes all three forms
of security: preventative-operational, technical and physical security.
External Security of premises: The police
officers of the External Security of Premises Division protect premises with
various types of work, namely with direct physical security, security with police
patrols, with observation service and with preventative checks of the premises
surroundings.
Police officers may organise and carry out external physical
security for premises of government bodies, for residential premises of the
protected people, for premises of foreign diplomatic and consular posts and
residencies, for protocol premises of the government and for residential premises
of foreign protected people during their visits to the Republic of Slovenia.
Their tasks are defined in security plans developed on the basis of the Regulation
on protecting of specific persons, premises and vicinity of premises, used by
state agencies.
Operational-Preventative Security
Prevention and operational security for specific people and
premises is managed by the Operational
and Preventative Security Section within the Security and Protection Office.
By implementing a wide spectrum of various security measures, it provides for
complete plans for providing security for specific protected people.
Operational security: Personnel of the Operational
Security Division plan the security for national protected people and for foreign
state representatives and for representatives of international organisations
while visiting Slovenia since, in order to provide optimal security for the
protected person, various security measures are required.
Inspection of premises for preparing and storing food is one
of the measures with which appropriate hygiene and health-technical conditions
in manufacturing and sale of food is provided for. This also enables the discovering
of substances that could endanger the health of the protected people.

Preventative security: Personnel of the Preventative
Security Division collect, analyse and evaluate data and information on the
threat of specific people and premises. On the basis of the data collected,
they prepare an evaluation of a threat which is the basis for planning security
measures.
Work coordination: Implementing security measures
and the duties of internal organisational units of the Security and Protection
Office at the General Police Directorate must be harmonised, for which the personnel
of the Work Coordination Division is responsible 24 hours a day.

Training and Support
Various training programmes for all personnel of the Security
and Protection Office are prepared by the Training
and Support Section. The programmes provide a high level of competence of
the Offices personnel for a direct performance of all security measures.
Security guard candidates
This Section also prepares programmes for training security
guard candidates. Security guard candidates have to undergo a six-month-long
training which includes the following thematic sections:
- Personal security tactic,
- Security planning,
- Driving technique,
- Shooting,
- Practical procedure for subduing a person
- Bomb protection,
- First-aid course,
- Training for transport with a helicopter,
- Intelligence and counter-intelligence security,
- Exercises in communication, team development, problem solving, planning,
organisation,
- Basics of psychology,
- Preliminary and operational tasks,
- Protocol,
- Psycho-physical preparation,
- Practical exercises and simulations,
- Analyses of various attacks on the protected people.

Self-defence
Technical security: For planning and implementing
technical security of premises, the most modern alarms and video surveillance
systems and mechanical security systems are used. In a combination of all mentioned
systems, personnel of the Technical Security Division may survey an area and
become aware of an unauthorised entry into premises or specific areas.
