The European Multidisciplinary Platform against Criminal Threats (EMPACT) is a security initiative driven by EU Member States to identify, prioritise and address threats posed by organised and serious international crime. It brings together a wide range of multidisciplinary experts from Member States and third countries to take concrete action against criminal networks.
Tasks of the national EMPACT coordinator
The Criminal Police Directorate has a national coordinator for the EMPACT platform, who is responsible for overseeing the implementation of its activities in Slovenia. He is also responsible for fulfilling the country's obligations to other stakeholders in this platform. Their main tasks are:
- horizontal coordination of involvement and national contributions in all operational action plans in which Slovenia participates;
- promotion of multidisciplinary cooperation between crime prevention, detection and investigation authorities and partners, including judicial and other authorities;
- transfer of EMPACT information among all stakeholders in the country and participation in meetings of national EMPACT coordinators from other countries;
- ensuring the implementation of the conclusions and recommendations of the Standing Committee of the Member States of the EU on operational cooperation in the field of internal security (COSI) in relation to Slovenia;
- ensuring human and financial resources and strengthening the role of participants.
In performing the above tasks, he cooperates closely with other professional police services (financial service, public relations service, etc.) and is in close contact with the management of the competent national authorities, resolving any problems that may arise.
EMPACT enables a multi-faceted approach to combating criminal threats
Building on the expertise of different partners within the EMPACT platform allows for a multi-layered approach. For example, in operations to combat trafficking in human beings, the expertise of specialised non-governmental organisations can play an important role. Cross-border cooperation strengthens trust between partners, which is essential for continuity in the fight against crime, both in terms of prevention and enforcement. Continuity and a long-term approach are essential because they provide insight into the patterns and backgrounds of specific criminal phenomena, contributing to the intelligence-led principle of the platform.
Through this platform, law enforcement authorities, EU agencies, customs and tax authorities, and private partners join forces to carry out more than 200 operational actions each year in targeted key areas of crime.
