At its session on 24 June 2020, the Government of the Republic of Slovenia amended the Ordinance on imposing and implementing measures for the prevention of the spread of COVID-19 at border crossings at the external border and at checkpoints at the internal borders of the Republic of Slovenia. The new Ordinance has been in force since 25 June 2020.

Luxembourg and Montenegro have been removed from the list of epidemiologically safe countries and administrative regions (i.e. the green list)  in accordance with paragraph three of Article 9 of the Ordinance. The measure takes effect on 25 June 2020.

Portugal and Albania have been added to the list of countries with a deteriorated epidemiological situation (the red list) in accordance with Article 11 of the Ordinance. Thus, a fourteen-day quarantine is required upon entry into Slovenia for individuals coming from these four countries and those that are entering Slovenia and have permanent or temporary residence in one of these countries. By way of exception, only certain categories of individuals coming from the countries on the red list and specified as exceptions in points 2, 3, 4, 5, 6 and 7 of Article 10 of the Ordinance may enter Slovenia without restrictions and quarantine.

The government also decided that the validity of the COVID-19 test has been reduced to 36 hours. A negative COVID-19 test result is now mandatory also for individuals who fall under the exceptions specified in points 12 and 13 of Article 10 (i.e. individuals crossing the border for family reasons or urgent private errands).

A new exception (point 15) was added to Article 10 of the Ordinance for staff members of the Slovenian Army and the Police and civil servants of state authorities returning to Slovenia after staying abroad for work reasons. These individuals may take a test after they arrive in Slovenia while their employers are obliged to provide conditions for self-isolation until the results of testing are known.
