On today's correspondence session, the Government of the Republic of Slovenia adopted the decision to serve Decisions on quarantine on the borders and for Belgium and the Netherlands to be added to the countries on the green list as of 4 July 2020, while Czech Republic, Croatia and France were removed from the green list.

Government of the Republic of Slovenia issued the Ordinance on amendment and supplement of the Ordinance on imposing and implementing measures for prevention of the spread of epidemic COVID-19 at border crossing points at the external border and at checkpoints at the internal borders of the Republic of Slovenia, and published it in the Official Gazette of the Republic of Slovenia.

Exceptions for real estate or vessel owners, and for holders of invoices for accommodation

Exception that has been changed in Article 9 of the Ordinance is on the subject of non-mandatory 14-day quarantine (countries on the yellow list). Quarantine shall not be ordered for Slovenian citizens and foreign country nationals with permanent or temporary residence in the Republic of Slovenia arriving from EU member states, or Schengen area states, if they submit a proof of ownership of real estate or vessel where they were staying, or the original copy of the invoice for payment of accommodation in these countries, or, in case of renting a vessel, the official list of the vessel crew. For persons who fail to submit the above-mentioned documents or proof, it shall be deemed that they are arriving from a country with high epidemiologic risk of infection with the infectious disease COVID-19.

This exception does not apply for citizens of the Republic of Slovenia and foreign country nationals with permanent or temporary residence in the Republic of Slovenia, if they are arriving from countries with unstable epidemiological situation (countries on the red list).

Service of the Decision on quarantine at the state border

Police shall collect data from persons entering Slovenia (Name(s) and family name(s), date of birth, permanent or temporary residence address, i.e., town of residence where the quarantine is to be spent) and forward the data to the representative of the Ministry of Health, who oversees that the Decisions on mandatory quarantine are issued and served on the border-crossing point. The person is allowed to enter Slovenia after being served the Decision.

Persons who fulfil the conditions to be issued a decision on quarantine may only enter Slovenia at designated border crossings, i.e., checkpoints.

Designated border crossing points on the border with Croatia are:

  • Gruškovje,
  • Obrežje,
  • Metlika and
  • Jelšane.

The designated checkpoint at the border with Hungary is:

  • Pince.

The border-crossing point for international air traffic is:

  • Ljubljana Jože Pučnik Airport (Brnik).

The Ministry of Health shall provide sufficient staff at these border crossing pints and checkpoints to oversee that decisions are issued and served. If a large, organised group is entering Slovenia, the minister of the Interior may designate additional border crossing points or checkpoints for entry.

New exception for those with booked accommodation in Slovenia

A new Item 16 has been added to the exceptions for entering Slovenia without having to undergo quarantine from Article 10 of the Ordinance. Quarantine shall not be ordered to citizens from the countries that are listed as safe countries, and countries that were on the list of safe countries at the time of booking, namely when the booking of a stay at an accommodation facility was made, even if in the meantime the country in question has been removed from the list of safe countries (the green list), and who are able to prove this with proof of accommodation booking. Upon entry to Slovenia, the person invoking this exception must submit a negative test for presence of SARS-CoV-2 (COVID-19), which may not be older than 36 hours and must be made in an EU or Schengen area member country or at an organisation or entity authorised by the National Institute of Public Health of the Republic of Slovenia (NIJZ).

The Ordinance shall enter into force one day after it is published in the Official Gazette of the Republic of Slovenia.

As of 4 July Belgium and the Netherlands added to the green list, with Czech Republic, Croatia and France being removed from the green list

The Government of the Republic of Slovenia was informed on the Assessment of epidemiological situation in the countries of the European Union and the Schengen area, in the Balkan countries, and Italian regions, compiled by the National Institute of Public Health of the Republic of Slovenia. As a result, Government of the Republic of Slovenia added Belgium and the Netherlands to the list of epidemiologically safe countries and administrative units (green list – no quarantine following entry), pursuant to Paragraph 3, Article 9 of the Ordinance on imposing and implementing measures for prevention of the spread of epidemic COVID-19 at border crossing points at the external border and at checkpoints at the internal borders of the Republic of Slovenia.

Government of the Republic of Slovenia also removed Czech Republic, Croatia and France from the list of epidemiologically safe countries and their administrative units (moving them on the yellow list). Changes enter into force on 4 July 2020.

No changes have been made to the red list (list of countries with unstable epidemiological situation).
