On its 16 July 2020 correspondence session, the Government of Slovenia adopted the Ordinance on imposing and implementing measures for the prevention of the spread of COVID-19 at border crossings at the external border and at checkpoints at the internal borders of the Republic of Slovenia. As of 20 July 2020, persons who will be ordered quarantine will be able to enter Slovenia on any border crossing.

Persons who will be ordered quarantine will be able to enter Slovenia on any border crossing or checkpoint; Decisions on quarantine to be served by police officers

Persons who will be ordered quarantine will be able to enter Slovenia on any border crossing or checkpoint. The method of decision service is to be changed in a way that police officers shall collect the data required for the decision to be issued from the person to be ordered quarantine. The data is to be forwarded to a representative of the Ministry of health, who issues the decision and returns it to the police officer located on the border crossing or the checkpoint. The police officer than serves the decision to the person ordered quarantine before authorising his or her entry to Slovenia.

Police officers to serve decisions on quarantine inside the country

If the person who should have been ordered quarantine upon entry to Slovenia is already in Slovenia (for example after illegally crossing the state border), the officer shall collect the person's data required for issuing the decision (name(s) and family name(s), date of birth, permanent or temporary residence address where the person is to be quarantined and the person's email address to which the decision shall be served digitally) inside the country and forward the data to a representative of the Ministry of health. The representative shall issue the decision on quarantine and return it to the unit of the police officer who collected the data. The police officer then serves the decision.

New exception to crossing the border without quarantine added

Article 10 of the Ordinance stipulates 18 exceptions for which quarantine is not required. In exceptional cases, a member of foreign law enforcement authority (police or judiciary) may enter Slovenia without limitations or quarantine while performing operational task or surrendering or extraditing a wanted person or transferring the execution of imprisonment sentence. The member of foreign law enforcement authority is required to leave Slovenia as soon as possible after completing the task (Item 18, Paragraph 1, and Article 10 of the Ordinance).

The Ordinance enters into force on 20 July 2020, replacing the Ordinance on imposing and implementing measures for the prevention of the spread of COVID-19 at border crossings at the external border and at checkpoints at the internal borders of the Republic of Slovenia (Official Gazette of the Republic of Slovenia, no. 83/20, 86/20, 88/20, 90/20, 93/20, and 95/20).
