External Borders Fund

Annual programme: 2007

In order to prevent illegal border crossings of the external border, ensuring the safety of police border guards and protect the equipment the Republic of Slovenia may in the areas of border crossing points install automatic photographic and video recording devices to record or photograph events in front of and behind border crossings. The existing equipment does not fulfil all requirements prescribed for border surveillance in accordance with the Schengen acquis such as recognition and systematic processing, assurance of the safety of border police officers and protection of equipment, surveillance systems and transport means, mutual connections to systems, integration of data and video services, standardised surveillance in real time and integration into the Police broadband communications network.

15 border crossing points posses systems and equipment installed in 2001 and 2002 while systems and equipment on remaining buildings were installed in 2004. Digital recording systems installed in 2001 and 2002 are worn out and technologically obsolete and should be replaced to ensure reliable operation; remaining equipment and systems should be upgraded.

Equipment bought (memory modules, LAN interfaces, surveillance centres, cameras and monitors) is located on Border Crossing Points:

The objectives of the project are the increase of reliability of operation of devices from 70% to 100%, increase in capacities of digital recorders for video systems and central management and control. It is planned that the systems at all border crossing points on the external border are upgraded or replaced, initially at larger international border crossings. Goals were achieved.
