Minister of the Interior Boštjan Poklukar, Minister of Higher Education, Science and Innovation Igor Papič and Director General of the Police Senad Jušić signed an agreement on the implementation of the Threat Notification and Response Protocol for Higher Education Institutions.
For schools and kindergartens, the Threat Notification and Response Protocol for Educational Institutions has been in effective use since June 2024.
According to the Minister Boštjan Poklukar, the protocol signed in June has proven to be a valuable tool. Recognizing that universities and other higher education institutions are also vulnerable to security threats, an agreement on the implementation of the Threat Notification and Response Protocol for Higher Education Institutions was signed in December 2024.
The protocol was initiated by the Minister of Higher Education, Science and Innovation, Igor Papič, who offered the following remarks upon signing, "While we all hope that the protocol agreement signed today to address potential threats to higher education institutions will never need to be activated, we cannot ignore the reality that such risks exist. Slovenia is a safe country, our higher education institutions are safe, and this agreement has been signed to ensure they remain so. The protocol outlines police action, the responsibilities of our Ministry, and recommendations for self protective measures within higher education institutions. With this protocol in place, we are equipped to respond swiftly and, most importantly, effectively in the event of a threat".
Protocol's Provisions
The Threat Notification and Response Protocol for Higher Education Institutions outlines a structured approach to threats using a traffic light system with three levels: low risk (green), medium risk (yellow) and high risk (red). For each threat level, the protocol specifies actions and notification procedures for the Police, the Ministry of Higher Education, Science, and Innovation, and the affected institution. It also details how the public will be informed. The protocol applies to universities and their faculties and academies, as well as to independent higher education institutions or faculties, professional colleges, academies, student residences and university libraries.
