Meeting from 19 to 21 May 2008 in Bled, the CEPOL Governing Board discussed the 2007 Work Report and submitted an evaluation of CEPOL activities.

The meeting was attended by Nevenka Tomovič, Chair of the CEPOL Governing Board, her associates from the European Police College, 76 representatives of European police education and training institutions from EU Member States and associated countries, two representatives from the Commission and the Head of the Association of the European Police Colleges.

At the meeting, Nevenka Tomovič expressed satisfaction with the work of the Governing Board: "During our Presidency, the draft budget and the 2009 activity programme have been successfully adopted; in line with the priorities of the Slovenian Presidency, a conference on police cooperation with Western Balkan countries in education and training was organised, and negotiations were held with the Russian Federation on continued cooperation. On Slovenia's initiative, several documents which have a significant impact on CEPOL activities in future were also adopted. In short, we achieved everything we set out to achieve." She added that the Slovenian initiative of the movement of knowledge, the 'fifth freedom', will be further promoted by incoming presidencies.

The documents adopted include, in particular: the vision for CEPOL and its mission; the training strategy detailing how training is understood, experienced and carried out in CEPOL; the vision for the area of e-learning; and also the CEPOL policy of action in the area of relations with non-member countries and external institutions, including the private sector.

The procedure for reporting on activities is quite complex and defines in detail the preparation of the annual financial statement and the annual activity report, in which the Governing Board and its Director play key roles. Specifically, by 1 July of the current year, the Director must submit the final activity report for the previous year, accompanied by the opinion of the Governing Board, to the European Commission, the Court of Auditors, the European Parliament and the EU Council.

CEPOL's final activity report for 2007, which was discussed for the first time at this meeting and which will be ultimately adopted under the French Presidency, shows that quite a lot work has already been done: there were 85 different training events, which were attended by 1900 police officers from all Member States (550 more than in 2006) and in which 700 trainers participated. Assessment of the activities shows a high level of participant satisfaction with training courses.

The same satisfaction with the results of activities was also expressed by the Director of CEPOL, Ulf Goeransson: "I am very satisfied with our achievements, including those that are less visible. I must commend the work of the Secretariat and the Governing Board, which since last year, have made great efforts to eliminate the initial difficulties experienced by CEPOL as a European agency."

At this, the second meeting held during Slovenia's EU Presidency and twelfth overall meeting of the CEPOL Governing Board, the Board, as per the agenda, also discussed the Commission communication 'European Agencies - The way forward'. Based on this document, the work of a number of agencies (including CEPOL) should be assessed and, if necessary, common standards for their operation determined. In addition, administrative procedures should be simplified, where feasible and where such procedures unnecessarily burden the operation of agencies, particularly the smaller ones.

At the end of the meeting, France, the next presiding country, presented its own priorities.

Le Conseil d'administration du College européen de police (CEPOL) a examiné le rapport annuel 2007

Le Conseil d'administration du College européen de police (CEPOL), qui s'est réuni du 19 au 21 mai a Bled, a examiné le rapport annuel 2007 et fait le bilan des missions effectuées.

Hormis Mme Nevenka Tomovič, présidente du Conseil d'administration du CEPOL, et ses collaborateurs de l'Académie slovene de police, 76 représentants des établissements de formation de police des Etats membres et des pays associés, deux représentants de la Commission européenne et le président de l'Association des Ecoles de Police Européennes ont participé a la réunion.

Mme Tomovič s'est déclarée satisfaite des activités du Conseil d'administration. "Durant la présidence slovene, nous avons adopté le projet budgétaire provisionnel et le programme de travail pour 2009. Nous avons également organisé, suivant l'ordre de priorités de la présidence slovene, la conférence sur la coopération policiere en matiere d'enseignement et de formation avec les pays des Balkans occidentaux, nous avons entamé des négociations avec la Fédération de Russie sur notre future coopération et adopté, a notre initiative, un nombre de documents susceptibles de marquer le futur travail du CEPOL. Bref, nous avons réalisé tous les objectifs." Mme Tomovič a ajouté que l'initiative slovene relative a la libre circulation de la connaissance en tant que cinquieme liberté serait poursuivie par les futures présidences.

Ces documents se réferent en particulier aux points suivants: l'objectif et la mission du CEPOL, la stratégie d'apprentissage qui oriente la conception, les moyens et la mise en place des activités de formation au sein du CEPOL et notre politique en matiere de télé-enseignement. Nous avons également défini la future politique du CEPOL en matiere de coopération avec les Etats tiers et avec des organismes extérieurs, en particulier avec le secteur privé.

La procédure de préparation du rapport annuel est tres complexe et se doit d'etre précise, ce document déterminant notamment la préparation du rapport financier et du rapport annuel d'activité, préparés par le Conseil d'administration et le directeur. Le directeur transmet, avant le 1er juillet de l'année en cours, le rapport annuel d'activité, assorti de l'avis du Conseil d'administration, a la Commission, a la Cour des comptes, au Parlement européen et au Conseil de l'UE.

Le rapport annuel 2007, débattu a Bled mais qui sera adopté pendant la présidence française, témoigne de la somme du travail accompli: 85 sessions de formations diverses ont été organisées, auxquelles ont participé 1900 responsables des polices des Etats membres (550 plus par rapport a 2006) et pres de 700 formateurs. Les participants se sont déclarés tres satisfaits de ces stages de formation.

M. Ulf Goeransson, directeur du secrétariat du CEPOL, n'a pas caché sa satisfaction: "Je me réjouis des résultats obtenus, meme si certains sont, de prime abord, moins apparents. Je suis tres satisfait du travail réalisé par le secrétariat et le Conseil d'administration qui se sont fortement engagés afin de surmonter certaines difficultés liées au nouveau statut du CEPOL, qui est désormais une agence de l'Union."

Durant cette réunion, la deuxieme pendant la présidence slovene, le Conseil d'administration a également examiné la communication de la Commission européenne intitulée - Agences européennes - Orientations pour l'avenir, dans laquelle elle se propose de procéder a une évaluation des agences (CEPOL compris) et de mettre en place des regles de base pour leur fonctionnement. Elle envisage également de simplifier des procédures administratives, dans la mesure du possible, tout du moins dans tous les cas ou ces procédures représenteraient une charge trop lourde pour le bon fonctionnement de certaines agences, en particulier pour les plus petites.

En conclusion de la réunion, la France, prochain Etat membre a assurer la présidence, a présenté ses priorités dans le cadre de cet exercice.
